- I am currently working on various projects with clients including , GIP (formerly GFL Infrastructure), OZZ Electric Inc, and Structform International, submitting claims and expert reports for mediation, managing experts for litigation/negotiated settlement including forensic delay analysis, for Light Rail Transit, Hospitals and Commercial Buildings.
- In 2021 provided expert assistance for FusionCorp (Glaholt-Bowles) OZZ Electric Inc, and Structform International preparing and submitting expert reports for mediation/negotiated settlement including forensic delay analysis, also assisting with project controls/claims and negotiating acceleration agreements for Light Rail Transit, LNG plant, River Intake Hospitals and Commercial Buildings.
- In 2019/2020, prepared claims, including delay analysis on behalf of OZZ Electric Inc, which are currently in litigation/negotiation (Torkin Manes). Defended TYSSE/contractor design claims for AECOM (Norton Rose Fulbright) which was settled at a mediation, and prepared claim with delay analysis for Stuart Olson, which was agreed by negotiated settlement.
- Project Director TTC (Toronto Transit Commission) Vaughan Subway Station (2012 – 2018) – retained as an external consultant by Carillon Construction Inc to supervise and manage construction and associated claims on the terminal station of the Yonge-University-Spadina Extension in the face of schedule and cost doubling in time to 6 years and amount to over $300 million. Coordinated and directed technical and legal experts for the preparation of legal action.
- Aberdeen Western Peripheral Route Interim Director (2017 – 2018) – retained by Joint Venture Board, supervised total project finance and operational restructuring process of 58 km highway construction project featuring 12 million cubic meters of earthworks and 75 structures, developed a strategy to limit existing cost overruns, and mitigate past overruns through legal claims, with a total project cost of in excess of £1billion.
- Ministry of Transportation of Ontario Highway Construction Overruns (2011 – 2013) – provided expert technical advice and formulated legal strategy in conjunction with external counsel for linked series of mediations and actions pertaining to cost overruns on highway construction projects in 2008-2011 with a total claim value of approximately $80 million.
- Edinburgh Light Rail (Tramway) Utilities Relocation (2007-2010) – as a non-executive director of Systech International for business development, lead the preparation of claims for Carillion Plc’s Edinburgh LRT utility relocation project over 20 km of tram lines, lasting 18 months and with a project value of approximately £100 million. I have led detailed negotiations of the final account to an agreed settlement through mediation.
- British Rail – East London Spur Line (2009 ) – as an independent consultant providing commercial and contractual analysis to joint venture design builder of 20 km rail extension and stations for the purpose of establishing and implementing design change process.
- Scottish Water Solutions Authority (2007 – 2008) – provided contractual and commercial advice and negotiated on behalf of a local water utility in construction delivery disputes with general contractors, including delay and electrical and mechanical design changes.
- Carillion plc (2007 – 2008) – retained to conclude final negotiations for the completion certificate of Nottingham Express LRT (PPP), a light rail transit project valued at $20m.
- Commercial lead for road construction division generating £300m in annual revenue.
- Member of the executive team responsible for oversight and direction of business development, construction, tendering, estimating, cost control, health and safety, human resources and risk management.
- Expertise in troubleshooting and leading cross-functional specialist teams to combining technical solutions and commercial strategies to achieve optimize cost recoveries, claim resolution, and project completion. Representative projects in healthcare and transit include:
- Nottingham Express LRT (PPP) – completion of the project to final account, including resolution of environmental noise reduction challenges requiring the introduction of novel tramway crossover construction techniques.
- South Tees Newcastle Acute Care Facility (PPP) – completion of the project to final account resolution of mechanical and electrical issues.

Provided Commercial management services during the execution, monitoring and closing out of Carillion, 20% construction stake of a $407M LEED silver project at SHNB:
- Evaluated life cycle costs and FM costs

Commercial Manager – Carillion Construction; TTC Vaughan Subway Extension; $190m (2011-2017)
Controlled, monitored, and managed commercial closing out of 5 critical subcontracts (civil and structural works) with a combined value of over $20m (CAN). Services provided included:
- Assisted with Contractual claims preparation (against the TCC) and rebuttal (against the subtrades)
- Collected and compiled relevant progress and cost data and developed cost control reports for review by senior management
- Provided quantum and delay analysis support to Carillion’s claims management team
- Managed sub trades, and performed detailed progress assessment and quantity take-offs in support of Carillion’s monthly billing to the client
- Performed forensic as-planned and as-built schedule/ productivity analysis in support of Carillion’s head contract claim against the TTC and subcontractors

- A US$100m management contract utilising local contractors to deliver updated water treatment facilities and piped water to the South of Trinidad. Existing treatment facilities were remnants of pre-independence (1960’s) systems and the existing pipe network leaked close to 70% of treated water.
- Lead the commercial function for the San Fernando Office (Southern Section US$40m) from pre-Tender to project close out including pre-qualification of contractors, tendering, contract award and project execution.

- Leeds Shopping Plaza, Bond Street; £16m management contract for the expansion and refurbishment of the existing Bond St. Shopping Complex.
